How do you get help on medication for phlegm?

Ive had phlegm problems for 12 yrs now is this too late to be treated ?
The only treatment for that that I am personally aware of is avoidance of dairy.

No, it is not too late to seek treatment.
No one on this board can give you the solution, by the way. Your phlegm problem is a symptom, and you need to figure out what is causing it. Only a physician can help you with this, and it must be done in person.
In the meantime, you might be able to lesson the symptoms by keeping your living areas adequately humid, drinking plenty of water (about 2L per day unless there's a reason not to), and taking over-the-counter guafenisin (Mucinex). Keep in mind that you should not take Mucinex for longer then what it says in the instructions - it's a temporary relief only, until you can get in to the doctor.
